REQUEST FOR COMPREHENSIVE PLAN AMENDMENT;
CASE OF LARRY SMITH
By: Syl.via Frolik, Asst. Comm. Dev. Dir./HRA Exec. Dir.

CASE #

Background:

L~trry Smith has applied for a comprehensive plan amendment to change the land use of his
property from Places to Work to Places to Shop. The amendment to the Comprehensive Plan
would allow the applicant to redevelop the property with commercial uses. The property is
located in the northeast quadrant of Bunker Lake Blvd. N.W. and Ramsey Blvd. N.W.

7'he fbllowing items are enclosed for your information:

a) Site Location map
b) Proposed Resolution approving the request and authorizing submittal to Metropolitan
Council

Notit~cation:

~[.ate law requires that the City notify property owners within 350 feet be notified of the request
and public hearing date. Staff attempted to notify property owners within 700 feet.of the subject
property.

Observations:

The subject property is currently zoned E-1 Employment or Places to Work as shown in the
Comprehensive Plan. Historically, the property has been zoned for industrial uses. Mr. Smith
currently resides on the property and the residential use of the site is considered lawful non-
conlbnning. The Subject Property is bounded on the north and east by a single parcel that is
z~med E-1 Employment. This property was recently approved for development with self-service
mini-storage units, which has not been initiated. The property to the east is Zoned R-1
Residential. The property on the west side of Ramsey Blvd. is zoned R-2 Medium Density
Residential. The property on the south side of Bunker Lake Blvd. is zoned E-2 Employment and
is occupied by Con.nexus. The property and the surrounding parcels are all within the
Metropolitan Urban Service Area.

] he property owner has stated that Places to Shop is more compatible with'the area and would'
compliment the residential developments as well as Town Center to the south. The property
owner could approach the City during the public process for the current Comprehensive Plan
Amendment under way, but has chosen to expedite matters and file the application. There is not
a site plan application in conjunction with the requested land use change. Mr. Smith is interested
~n 'finding out if the City will approve a land use change prior to marketing the property.

-179-
