[t appears from the information given by the applicant; that the townhome units will meet and <br />e;~.ceed the architectural standards for town.homes. The units will have an exterior palette of six <br />colors and will contain several desired architectural design elements (dormers, bay windows, <br />shutters, and articulated facades). The units will have at least 14% coverage of brick/stone on the <br />from elevations. Town_home standards dictate that at'least 35% of the front elevations consist of <br />these material unless additional architectural elements and colors are used. The townhome units <br />qualiJ5,, for this exemption since there will be at least five colors used on the exteriors and they <br />will be using multiple desired architectural elements. <br /> <br />The landscaping plan is generally acceptable subject to the comments contained in the Staff <br />Review Letter. <br /> <br />The Plarming Commission reviewed the proposed plat on October 6, 2005. The Commission had <br />au extensive discussion about the proposed subdivision. Many liked the generaI layout and <br />amenities, but most had concerns regarding the transitioning to the Whispering Pines <br />neigi~borhood. Density Transitioning will be required along the northern most eastern property <br />line. which abuts properties currently in the Whispering Pines subdivision. <br /> <br />7he landscaping plan does include plantings adjacent to the existing single family homes along <br />the eastern boundary as well as the lone existing lot on Puma St. A suggestion from the Planning <br />Commission was to possibly relocate the proposed park from the northwest corner of the plat to <br />tl~e east directly adjacent to the Whispering Pines neighborhood. Subsequent to the Planning <br />Commission meeting, the Park Commission has met and reviewed the possible relocation of the <br />park. After discussion of the' matter, the Park Commission feels that the park should not be <br />moved from its present location, k was felt that the northeast location of the park was desirable <br />since there is proposed to be additional parkland west of Puma and south of Alpine Dr. Absent <br />moving the proposed public park to assist in transitioning, the Plarmi'ng Commission also <br />suggested moving the proposed ponding closer to the existing lots, create a landscaping berm, or <br />creating larger lots adjacent to the Whispering Pines subdivision. <br /> <br />City Code allows for a transitioning alternative that is mutually agreeable to the Developer and <br />the City to -fulfill the density .transitioning requirements. Given the neighborhood design <br />considerations and the necessity to increase density in certain areas as well as the possibility of <br />future development in the Whispering Pines development, Staff is proposing that landscaping <br />shown coupled with looking at doing additional plantings on the. development side or the <br />Whispering Pines side will be sufficient to meet density transitioning expectations. <br /> <br /> should be noted that the landscaping plan also does include buffer plantings along the southern <br />cdev: oI" the townhomes in anticipation of possible commercial development in the future as well <br /> alon~d the possible future bridge corridor where it abuts proposed lots. <br /> <br />:\dditional Plarming Commission comments were the need to widen a portion of Llama St. south <br />of the Bunker Lake Road extension and the provision of two accesses onto Bunker Lake Blvd. <br />~'or the town_homes immediately west of Armstrong Blvd. Two residents were present and were <br />t;oncerned about the lot sizes against their properties and the amount of traffic on Alpine Dr. <br /> <br /> motion was made by the Planning Commission to approve the preliminary plat and preliminary <br />~;itc plan subject to the following conditions: <br /> <br />l,) <br /> <br />Compliance with City Staff Review Letter dated September 30, 2005. <br /> <br />-19'9- <br /> <br /> <br />
