July 6, 2005 <br /> <br />James Norman, Administrator <br />City of Ramsey <br />15153 Nowthen Boulevard .NC/ <br />Ramsey, MN 55303-6140 <br /> <br />RE: City of Ramsey Environmental Assessment Worksheet (EAW) <br /> Pulte Homes Sommerset Station Subdivision <br /> Metropolitan Council District 9 (Natalie Steffen) <br /> Metropolitan Council Review File No. 19493-1 <br /> <br />Dear Mr. Norman: <br /> <br />Thank you for submitting the Environmental Assessment Worksheet (EAW) to the Metropolitan Council <br />for review. The EAW evaluates a proposal to develop 190 acres for residential and commercial uses. <br /> <br />Council staff is responsible for reviewing the EAW to determine whether it adequately and accurately <br />addresses regional concerns. The Council staff finds that the EAW is complete, and an environmental <br />impact statement (EIS) is not necessary for regional-purposes. The Council will take no formal action on <br />the EAW. However, the Council staff offers the following comments. <br /> <br />Item 6: Project Description <br /> <br />The EAW, in Item 6b, discusses the proposed layout of home, businesses, streeB and utilities and shown <br />in Figure 2. However, Figure 2 does not include the entire site as shown in the other Figures.' The maps <br />should reflect the same site boundary. <br /> <br />Item 8: Permits and Approvals Required <br /> <br />The EAW indicates that a metropolitan urban service area (MUSA) extension and a comprehensive plan <br />amendment are needed for the proposed developmen, t. However, Rarnsey's 2001 Comprehensive Plan <br />identifies land use designations that support the prop"osed development, and the site is located within the <br />City's 2010 metropolitan urban service area (MUSA) stag/ng boundary. Therefore, a comprehensive plan <br />amendment is not necessary. <br /> <br />Jtem 27: Compatibility ~eith Plans and Land Use Regulations <br /> <br />As indicated in item 8, the proposed project is cons/stent with the City's comprehensive plan and future <br />land use designations.
