tt it PC CASE CONSIDER AUTHORIZING CONTRACT FOR ORGANIZATIONAL STUDY Givonna Reed, Human Resources Manager Background A.t the May 3, 2005 Work Session staff requested authorization to explore the possibility of conducting an organizational study later this year. The purpose of the organizational study is two- fold: to define the ideal service delivery model for Ramsey.given the anticipated changes in population and demographics and to determine the organizational structure needed to implement and maintain Ramsey's ideal service delivery model. On July 12, 2005, the City Council granted authorization to prepare a Request for Proposals (RFP) for an organizational study. An RFP was prepared and staffreceived three.proposals. Following the review of the proposals, two consulting firms, SpfingstecL, Inc. and Virchow Krause, were interviewed by the City Administrator, the Assistant City Administrator and the Human Resources Manager. The interview committee is recommending that the City Council authorize a contract with Springsted, Inc. to conduct an organizational study for the City of Ramsey. As this study will involve all departments, taffrecommends that the cost of the study, a maximum of $45,000, be prorated to each department. Staff Recommendation Staff recommends that authorization be gran[ed to enter knto a contract with Springsted, Inc. to conduct an organizational study for the City of Ramsey at a cost not to exceed $45.000. Cmnmittee Action: Motion tO recommend that the City Council adopt a resOlution granting authorization to enter into a contract with Sprinsted, Inc. to conduct an organizational study for the City of Ramsey at a cost not to exceed $45,000.
