FC CASE

DISCUSSION OF ACQUISITION OF ADDITIONAL PROPERTY NEAR
THE PUBLIC WORKS FACILITY
By: Dean Kapler, Public Works Director

Background:

Fol' some time Public Works Staff has been analyzing different options to facilitate a Salt
Storage Building. Included were both on and off site options. During this effort the property
immediately north of the Public Works Facility was discussed and researched.

The property is 87,120 square feet or 2 acres. It currently has a 5000 square foot concrete/metal
building which is heated and insulated. The building has been in a state of little to no
maintenance for several years, causing the outside to be littered with debris and overgrown with
grass and weeds.

Public Works staff feels the site would be an excellent choice to acquire for several reasons. The
current facility is bordered by Jaspar Street to the east, the Railroad to the south and 142nd to the
north. The facility is basically landlocked. By acquiring property immediately adjacent to the
existing, PW would nearly double its land size. Also the 5000 square foot building could be used
as an interim salt storage building along with needed storage room in the future. Staff feels that if
the property is acquired, PW will have adequate space for many years into the future. Also
expanding in a linear direction is preferred over expanding on a different location.

The property has been appraised by BCL Appraisers. Information of the appraisal will be
available at the meeting.

Financing:

Per discussions with the Finance Director, this project could be financed from the Public
Facilities Construction Fund, which has adequate funding to support this project.

Staff Recommendation:

Authorize staff to begin negotiations for the acquisition of the property (PIN 27-32-25-33-0012).

Council Action:

Based on discussion.

Reviewed By:
City Administrator
Finance Director
Public Works Director

FC 03/14/00
