Replacement of Mobile Defibrillator Unit, Transcription Machine <br /> and Mini-Cassette Recorders in the Police Department <br /> By: Sergeant Tim Dwyer <br /> <br />Background: <br /> <br />The police department is requesting the replacement of a defibrillator, transcription <br />machine, and mini-cassette recorders. <br /> <br />A defibrillator is an emergency medical device used to resuscitate victims of cardiac <br />arrest. Since their placement in squad cars, the Ramsey and Anoka Police Departments <br />have seen (5) successful saves, with the latest being on 06-04-00 of a 38-yr. old Ramsey <br />female who suffered a seizure and went into cardiac arrest. <br /> <br />The Viva-Link AED unit, obtained by the police department in 1996 under a local grant, <br />has surpassed it's life expectancy and is in need of replacement. It has been in for service <br />a number of times and is currently out of service. <br /> <br />The State of Minnesota along with local departments have examined the defibrillator <br />units currently on the market and have found the Laerdal HeartStart FR AED Unit to be <br />the best one on the market for its ease of use and carefree maintenance. A HeartStart FR <br />Defibrillator Unit is available under the State of Minnesota Contract from LAERDAL <br />INC for $ 2,751.69; which includes sales tax and an additional external data card reader. <br /> <br />Included in the Capital Equipment Replacement Fund is $2,820.70, which represents the <br />total of accumulated depreciation pertaining to the purchase of the 1996 defibrillator. <br />This amount could be used to cover the purchase of a new defibrillator. <br /> <br />Due to the Year 2000 Fixed Asset Policy threshold orS1000.00, items such as <br />transcription machines and mini-cassette recorders no longer are capitalized, but are <br />included as part of the department's line items. Prior to 2000, dollars were transferred to <br />the Capital Equipment Replacement Fund for the funding of such items. <br /> <br />The Police Department is in need of a replacement for its eleven-year old transcription <br />machine and two mini-cassette recorders. A quote obtained fi.om Precision Business <br />Systems gave a total price of $860.00 for all three items. <br /> <br />Included in the Capital Equipment Replacement Fund is $878.30 accumulated <br />depreciation. This amount would fund the purchase of the new equipment. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends the purchase of (1) HeartStart FR AED unit and accessories fi.om <br />LAERDAL INC under the Minnesota Contract for $ 2,751.69 and the replacement of its <br /> <br /> <br />
