River's Bend Playground $50,000

Each year the City has attempted to replace existing play equipment that does not meet
Consumer Product Safety Commission guidelines with new play structures. This project would
be funded from the depreciated amount within the Capital Equipment Replacement Fund from
the original late'80's purchase. The Commission is recommending that bids be requested from
playstructure vendors for both contract installation as well as volunteer installation. The intent
would be to use volunteers to receive more play value - if an effective volunteer installation can
be assured.

Action Required:

1) Request bids for playstructures
2) Invite proposals for volunteer installation
3) Receive Park and Recreation Commission direction on volunteers or
Contract installation and vendor selection
4) City Councils bid award

Solstice Park Irrigation and Landscape

$45,000

The majority of this $45,000 project, financed by the Landfill Trust Fund's interest earnings,
would be for needed irrigation and landscape improvements to this 1.8-acre park.

In addition to a significant amount of needed landscaping, a horseshoe pit and "washer pit"
would be constructed as well as a volleyball court and entry signage. It should be noted that the
property to the east might be developed with townhomes, including the dedication of additional
park acreage for a ball field. The timing of this may work well for that field space to be irrigated
following this project. The park dedication monies (over the land dedication) may pay for
improvements to the expansion area.

Action Required:

1) City staff designs a park plan and an irrigation system
2) Staff hires, individually, the various trades to work with staff in the
construction of the project
3) Landscape materials and plants are purchased after quotations
4) An entrance sign is designed and constructed

Finance Committee Action:

Recommend City Council approval of the 2000 Park's Capital Improvement program as
presented.

Reviewed by:

Parks/Utilities Supervisor
Public Works Director
Finance Officer

FC: 7/25/00

Copies to:

City Engineer

/kas
