CC Regular Session 5. 12. <br /> Meeting Date: 06/28/2022 <br /> By: Diana Lund,Finance <br /> Information <br /> Title <br /> Adopt Resolution#22-151 Declaring Participation in State Performance Measurement Program <br /> Purpose/Background: <br /> Purpose of Case: <br /> Adopt a resolution declaring the City's participation in the State Council on Local Results and Innovation <br /> Performance Measurement Program(often referenced as CPM- City Performance Measurement) <br /> NOTE: the City participated in this annual program in 2012, 2013, 2014, 2015, 2017,2019, 2020 and 2021. <br /> Background: <br /> In 2010, the State legislature created the Council on Local Results and Innovation. In 2011, the Innovation Council <br /> developed and released a standard of performance measurements for Cities and Counties; with the goal of aiding <br /> residents, taxpayers, and state and local elected officials in determining the efficacy of Counties and Cities in <br /> providing services, and measure residents' opinions of those services. <br /> Cities that elect to participate in the standard measures program must officially adopt [by resolution] and implement <br /> certain standard performance measures. Participating entities must report their results to the State Auditor and make <br /> them available to all interested parties by publishing them on the Auditor's website [by July 1 annually]. Lastly, <br /> results must be provided to local residents through publication, direct mailing,posting on a website or through a <br /> public hearing [by December 31 annually] <br /> Cities benefit from participating from the standard measures program by receiving a reimbursement from the State <br /> in the amount of 14 cents per capita(about $3,870 Ramsey). More importantly, Cities benefit by developing an <br /> annual performance measurement baseline; which can be utilized by elected officials and taxpayers to make <br /> educated decisions. Lastly, cities have the ability to view other organizations'program results; which provides the <br /> City with comparable performance measurement data. <br /> Observations/Alternatives: <br /> Attached to this case is the resolution required for adoption to participate in the Council on Local Results and <br /> Innovation Performance Measurement Program along with previous results. <br /> This program works in parallel with the City's initiative to conduct a biannual resident survey. Both the <br /> performance measurement program and the biannual resident survey are utilized during the City's budgeting and <br /> strategic planning processes. <br /> Funding Source: <br /> This case is being handled as part of normal Staff duties. The State of Minnesota allocates funding to the City for <br /> participating(about$3,870). <br /> Recommendation: <br /> Motion to adopt Resolution#22-151 Declaring the City of Ramsey's Participation in the State Council on Local <br /> Results and Innovation-- Performance Measurement Program <br />
