Meeting Date: 06/28/2022 By: Colleen Lasher,Administrative Services Information Title: Adopt Resolution#22-145 Appointing the City Administrator as Deputy City Clerk in Addition to the City Administrator's Existing Duties per Minnesota Statute 412.151 in the Event of the Absence of the City Clerk. Purpose/Background: The purpose of this case is to formally appoint a Deputy City Clerk to act on behalf of the City Clerk during times of the City Clerk's absence. Per the attached statute, certain duties are defined as"DUTIES OF CLERK". Per the statute, "In the case of the clerk's absence from the city or disability,the council may appoint a deputy clerk, if there is none,to serve during such absence or disability." With Katie Schmidt's promotion to City Clerk, the City no longer has an employee with the title of Deputy City Clerk. In order to act on the City Clerk's behalf during the Clerk's absence, City Administrator Hagen is requesting the City Council formally appoint him as the Deputy City Clerk, in addition to his existing duties. Resolution and statute are attached. Funding Source: There is no funding required for this action. Recommendation: To appoint City Administrator Hagen as the Deputy City Clerk for purposes of granting him the authority to carry out the duties of the City Clerk as defined under Minnesota Statute 412.151. Outcome/Action: Motion to Adopt Resolution#22-145 that the City Council hereby consents to the appointment of the City Administrator Hagen to serve as the Deputy City Clerk and carry out the duties and powers afforded to the City Clerk per Minnesota Statute.
