Councilmember introduced the following resolution and moved for its adoption: RESOLUTION#22-147 RESOLUTION APPROVING DECLARATION OF RESTRICTIVE COVENANTS FOR PROJECT SPECIFIC WETLAND MITIGATION AREAS WHEREAS,the City of Ramsey was a partner'n developing the COR(formerly known as fey Town Center,a master planned 300-acre development which included creating two wetland mitigation areas; and WHEREAS, the wetland mitigation process includes monitoring and filing reports on the condition of the wetlands for five years after the wetland is created; and WHEREAS, the wetlands were created in 2005 - 2006, with monitoring in 2011, 2012 and 2020 — 2021. The report from the 2020 -2021 monitoring indicated the mitigated wetlands met the criteria for acceptance of the mitigation; and WHEREAS, state law governing acceptance of mitigation wetlands requires recording a Declaration of Restrictions and Covenants for Project Specific Wetland Replacement with the County where the wetlands were created: and WHEREAS, staff has prepared a Declaration of Restrictions and Covenants for Project Specific Wetland Replacement for the wetlands developed for the COR. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Mayor and City Administrator are hereby authorized to sign the Declaration of Restrictions and Covenants for Project Specific Wetland Replacements for and on behalf of the City of Ramsey. 2) That the City Administrator is authorized to record this Declaration of Restrictions and Covenants for Project Specific Wetland Replacement with Anoka County.
