Doing the drug testing up front is a protection but discernment could be done during <br /> the hiring process. <br /> Councilmember Heineman replied he would be in support of it but his concern is if someone causes <br /> an accident while under the influence and it comes out that drug testing wasn't done before hiring <br /> them if there would be more liability taken on because of that. <br /> City Attorney Knaak replied no, it doesn't start with an obligation to drug test and then back off <br /> of it, that is something that was decided by the City to do voluntarily. He stated most cities that <br /> he was aware of for part time workers generally don't do that unless there has been a problem. <br /> Mayor Kuzma suggested drug testing for the snow plow drivers. <br /> Councilmember Howell commented she knew it was inconvenient to require drug testing but she <br /> felt it was simple and preferred to keep it in place as a deterrence for people who have significant <br /> issues. She felt it was worth the expense. <br /> Councilmember Woestehoff asked when in the hiring process the drug testing is currently required. <br /> Administrative Services Director Lasher replied they are required to have a written job offer and <br /> a Department of Labor notice for employment conditions presented to the employee prior to them <br /> going for drug testing. <br /> Councilmember Woestehoff asked how many days does that slow the process. <br /> Administrative Services Director Lasher replied there is the opportunity to run a rapid test so they <br /> have the results the same day. <br /> Councilmember Woestehoff commented he favored skipping the test because there is a safety net <br /> of behavioral testing. He stated in light of it being a tight market anything that can be done to <br /> expedite the process he would favor. <br /> Councilmember Heineman commented it wasn't about the fee for him but from an applicant's <br /> perspective he felt that any additional requirement is going to be a deterrent to apply. He stated if <br /> it eased the hiring process he would be in favor of it. <br /> Councilmember Specht commented he was in favor of it and there are other ways to screen for <br /> integrity. <br /> Councilmember Musgrove commented it could be tried for a period of time and then re-evaluated. <br /> Councilmember Riley commented he was fine if it was removed. <br /> Administrative Services Director Lasher summarized Council direction was to remove the drug <br /> testing requirement but re-evaluate it after two seasons. <br /> City Council Work Session/June 14, 2022 <br /> Page 8 of 16 <br />
