comes with the Falcon Radar Upgrade (allows us to write tickets from radar readings),
and all the options we desire (axle lock, speed sign rack, and tamper alarm). The demo
unit can be ours for $10,058.95 ($ 9,445.00 + $ 613.92. tax). A new Smart Model I
with the above accessories added, along with the Falcon Radar upgrade, goes for $
11,290.00 plus tax and $795.00 for shipping, bring the total of a new unit to $11,972.18.
By purchasing the demo unit, there would be no shipping cost and the overall, savings
would be $1,913.25

A PC compatible traffic statistics computer is an add on feature, which collects traffic
and speed surveys including: average speeds, time of violations, vehicle count, highest
and lowest speeds; data valuable to both police, public works and engineering
departments. The cost for a NEW one is $ 3,195.00 ($ 3,000.00 plus tax) or a demo
unit is available to us at $2,87%$0:($ 2,700.00 plus tax) At this time, the police
department is not seeking the Traffic Statistics Computer (Stat Pak) at this time, but
there has been expressed interest by our Engineering Department to obtain this adder.
The police department is willing to coordinate efforts and funding to obtain the statistical
computer if Council desires this. There would be sufficient funds in the Police Other
Equipment Capital Account if necessary.

Funding:

The police department has shifted our capital equipment budgetary priorities to allow for
the purchase of the Kustom Signal speed trailer using funds from the Police Other
Equipment Capital Outlay account.

Demonstration and Display:

The police department has arranged to have John Parenteau, the Kustom Signal MN
Rep, come to City Hall during the Nov. 14th Finance Committee Meeting to display and
demonstrate the Smart Model 1 Speed Radar Trailer (and Statistics computer) and
answer any questions. We encourage Council members and interested city staff
personnel to attend.

Recommendation:

Staff recommends committee review, input and possible authorization to purchase the
Smart Model 1 "Demo" Radar Trailer and accessories from Kustom Signal inc. Staff
seeks input from the committee regarding the purchase of the statistical computer to go
along with this unit.

Council Action:

Motion to authorize the purchase of Smart Model I "Demo" Radar Trailer and
accessories from Kustom Signal Inc. for a grand total of $10,058.93 from the Police
Other Equipment Capital Account.

Motion to consider authorizing the purchase of the statistical computer to go along with
the radar trailer at a demo cost of $ 2,875.50

Grand total for both demo units if approved would be $12,934.43. There is sufficient
funds in the Police Other Equipment Capital Account forthis purchase.
