City is currently in the process of developing a comprehensive trail plan, and that draft plan <br />generally discourages on-road trails in favor of safer off-road trail facilities. However, the plan <br />al.',o acknowledges the need for segments of on-road trails to connect critical links of the trail <br />system in older developments where there is insufficient area to accommodate an off road trail. <br />Waco Street represents one such link which could be deemed to have insufficient right-of-way to <br />accommodate an off road trail. He advised the consensus of the Public Works Committee was to <br />bring this case before the Council for input as to whether staff should be directed to pursue the <br />lbllowing to be brought back to a future Public Works Committee meeting: · A sidewalk project from Sunwood Drive to Rivers Bend Park <br /> · /x trail connection for bicycles between Waco Street and Highway 47 through the 5200 <br /> Outlet B, which the City is in discussions of purchasing <br /> · 'l'he feasibility of a sidewalk down Waco Street and an east/west connection for bicycles <br /> to access Rivers Bend Park from Sunwood Drive <br /> <br />Councihncmbcr Jcffrey stated he bikes and walks on Waco Street frequently, and the traffic can <br />get cxtremcly fast. He supports moving this forward to look at the options and see what can be <br /> <br />Assistant Public Works Director Olson advised a sidewalk will be difficult in the area of Waco <br />Strcct from Rivers Bend Park to Sunwood Drive due to the many curves and hills. Also, in most <br />cases there is a substantial grade from the curb to the houses. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to ratify the <br />rcc~mm~cndation of the Public Works Committee in Case No. 1 and to direct staff to pursue the <br />['r~ltowing: <br /> A sidewalk project from Sunwood Drive to Rivers Bend Park <br /> o /x trail connection for bicycles between Waco Street and Highway 47 through the 5200 <br /> Outlet B, which the City is in discussions of purchasing <br /> ° The t'easibility of a sidewalk down Waco Street and an east/west connection for bicycles <br /> to access Rivers Bend Park from Sunwood Drive <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />2) Recommend Change to the Curb Stop/Driveway Configuration <br /> <br />l>ublic Works Director Kapler explained that the City has a high percentage of curb stops within <br />driveways. These curb stops become a maintenance problem, with the valve rising above the <br />ddvcway surface due to the freeze/thaw cycle and the rising and falling of the driveway surface. <br />~lhis results in the inability to operate the valve. He explained staff has discussed the feasibility <br />oi' requiring a structure to be placed around the curb stop that would be installed at the same <br />sm'l'acc as the driveway material. Cost of the structures is between $65 and $75. This would be <br />required on all new construction. Existing driveways would be voluntary. Staff would inventory <br />a standard model of curb stops. The homeowner or developer will be made aware of the <br />spccifications of these curb stops that would be included in the City's standards.
