A POLICY TO PRESERVE LEISURE <br />AND QUALITY OF EXPERIENCE FOR PARK PATRONS <br />WHEREAS, the City of Ramsey Park and Recreation Commission has formally reserved The <br />Draw for the Summer Concert Series; and <br />WHEREAS, this reservation of facilities includes the need to regulate certain public park activity <br />to maintain the recreational and social quality of experiences of the events; and <br />WHEREAS, fund raising for paying performers and certain other operational costs by weekly <br />concert sponsorships has occurred in the past, and may be needed in the future; and <br />WHEREAS, these sponsorships if instituted, are generally offered to Ramsey businesses first, in <br />order to favorably promote local business that can benefit by the advertising and advocacy; and <br />WHEREAS, limiting the number of business interests active at The Draw at any one time is <br />essential to maintain the effectiveness of the sponsorship(s); and <br />WHEREAS, the limiting of advertising and soliciting at The Draw is essential to maintain the <br />primary purpose of the concerts, that of free entertainment and recreation with minimal <br />commercialization and distraction for residents and park patrons. <br />NOW THEREFORE, BE IT RESOLVED AS POLICY BY THE CITY OF RAMSEY, <br />OPERATING AT THE DRAW, ANOKA COUNTY, STATE OF MINNESOTA: <br />That the Park and Recreation Commission in programming and regulating the operation of the concerts <br />and park spaces at The Draw, finds that except by special action or by approval of the City that; <br />• Only one sponsorship at a time should be in operation at the Thursday concerts if any, and there <br />shall be a direct nexus between the sponsorship's benefits and visibility and that of fundraising <br />for the concerts. <br />• Advertising if any, at the Thursday concerts should be limited to the formal sponsor as approved <br />by the City; and that soliciting and campaigning of any nature conflicts with the Leisure and <br />Quality of Experience that this policy seeks to preserve and shall not be allowed. <br />• A booth or table by the City for purposes of public engagement on matters of civic events or <br />special municipal projects is not considered to be in conflict with this policy and may be of <br />interest and value to park patrons. <br />Whereupon said policy was declared duly approved by the City of Ramsey this _' day of , 2022. <br />City Administrator, City of Ramsey <br />ATTEST: <br />Parks & Asst.
