CC Regular Session 5. 10. <br /> Meeting Date: 07/12/2022 <br /> By: Bruce Westby,Engineering/Public <br /> Works <br /> Information <br /> Title <br /> Adopt Resolution#22-15 8 Approving Cooperative Construction Agreement#1050030 for Improvement Project <br /> #20-05, Riverdale Drive Extension,Llama Street to Bowers Drive <br /> Purpose/Background: <br /> Purpose: <br /> Adopt Resolution#22-15 8 approving Cooperative Construction Agreement#1050030 for Improvement Project <br /> #20-05, Riverdale Drive Extension,Llama Street to Bowers Drive. <br /> Background: <br /> Improvement Project#20-05 proposes to extend street and trail improvements between Bowers Drive and Llama <br /> Street and to reconstruct the segment of Riverdale Drive between Llama Street and the new segment of Riverdale <br /> Drive constructed with the Armstrong Boulevard and Highway 10 interchange. The project also proposes to extend <br /> trunk watermain improvements between Riverdale Drive and Bunker Lake Boulevard. <br /> The extension of Riverdale Drive between Llama Street and Bowers Drive is needed to support development in the <br /> area. In the Spring of 2022, Capstone Homes began construction on the first phase of Riverstone South, a 244-unit <br /> residential development east of Bowers Drive and south of U.S. Highway 10/169. Commercial development is also <br /> proposed in the area between U.S. Highway 10/169 and the proposed extension of Riverdale Drive. <br /> On September 14, 2021,the Ramsey City Council adopted Resolution#21-267 accepting $612,000 in state fiscal <br /> year 2023 Local Partnership Program(LPP)grant funds from MnDOT. The purpose of the LPP grant program is to <br /> provide funds to assist local agencies in addressing problems on the Trunk Highway system that are of concern to <br /> local agencies but are typically not large-scale or critical enough that they are directly selected as projects in the <br /> regular MnDOT Road Program. Projects awarded LPP grant funds must: <br /> •Provide a clear benefit to the Trunk Highway system and the local community <br /> •Be developed and administered by the local agency <br /> •Have preliminary design, final design,right-of-way and utility relocation costs (as appropriate)paid for by <br /> the Local Agency <br /> •Be designed to MnDOT Trunk Highway standards <br /> •Be let by June 30, 2023. <br /> The City Council must approve Cooperative Construction Agreement#1050030 between MnDOT and the City of <br /> Ramsey to provide for payment by the State to the City of the State's share of the costs of the new frontage road, <br /> cable guardrail, and trunk highway access closure construction and other associated construction costs. <br /> The City Engineer has reviewed Cooperative Construction Agreement#1050030 and has no objections to the <br /> conditions and/or terms. <br /> The City Attorney has reviewed and approved Cooperative Construction Agreement#1050030 as to legal form. <br /> Per Schedule "I" of CCA#1050030, MnDOT's total cost share for Improvement Project#20-05 will be <br /> $735,103.68, of which$612,000 will be funded through the awarded 2023 LPP grant funds, and$123,103.68 of <br /> project costs will be reimbursed by MnDOT for the required Trunk Highway 10 cable barrier costs. <br />
