In the section headed Park Dedication, it states, "Approximately a year ago, the Parks <br /> and Recreation Commission discussed park dedication for this property (under the <br /> assumption it would eventually develop as a residential neighborhood). At that <br /> time, the Parks and Recreation Commission recommended that park dedication be <br /> satisfied via land, rather than cash payment, to accommodate an expansion of a flex <br /> use field." <br /> The assumption that it would eventually develop as a residential neighborhood, is a totally false <br /> assumption. St Katharine Drexel was approached by Mark Riverblood at least 12 years ago about the <br /> city's interest in acquiring some of our land for expansion of Central Park. Over the course of years <br /> those discussions included the desire of land for additional parking, a road access on the east side of <br /> the park and additional athletic fields. When we began planning a capital campaign for construction <br /> of our permanent building in the fall of 2019, we approached Mark with a plan to sell the City 11 <br /> acres of land adjoining Central Park. Over the course of the next few months, Mark and I had several <br /> conversations about this proposal. In early 2021 Mark indicated that the City would not need the <br /> entire 11 acres and said he would prepare a "ghost plat" showing the area the City would be <br /> interested in. The sketch he presented to us showed that acreage, but also showed several housing <br /> lots. This was strictly something Mark came up with. We never indicated a plan for residential. Once <br /> it was clear that the City did not want to purchase the entire 11 acres we proposed selling them, we <br /> did contact some developers to see if there was interest in a residential development. They <br /> indicated it would only be economically feasible for 55 foot lots. The property is zoned for 80 foot <br /> lots. We approached the City Council in a work session to see if they were open to rezoning to 55 <br /> foot lots. There was no support for that rezoning. <br /> So residential has never been our plan, is not our plan now and based on the Council not being open <br /> to 55 foot lots, it will never be our plan. So the assumption of residential development was strictly an <br /> idea put forward by Mark and not a plan of St Katharine Drexel.
