1. That the Ramsey City Council hereby grants approval of the Site Plan, Preliminary Plat, and Final <br /> Plat for PACT Addition and PACT Charter School in accordance with relevant City Codes, <br /> subject to the following conditions: <br /> a. Compliance with the Staff Review Comments. <br /> b. Final approval by City Engineer and City Attorney. <br /> c. Development of the site shall be in substantial conformance with final plans approved by <br /> City Staff. The principal structure of the school facility may be constructed in phases. <br /> d. Permit(s) issuance by the Lower Rum River Watershed Management Organization. <br /> e. The Developer entering into a Development Agreement with the City. <br /> f.
