Mayor Kuzma commented the CIP is based on PASER at this point and they already know there <br /> are big problems with the roads. He wasn't in favor of moving systems at this time. <br /> Councilmember Howell commented she would support it if City Engineer Westby thinks it is a <br /> benefit to the City. <br /> Councilmember Specht stated he would support the change because roads and parks need to be <br /> invested in. <br /> Councilmember Woestehoff referenced City Engineer Westby's comments in his presentation that <br /> there are companies that would do a digital survey and asked if he was able to get cost estimates <br /> on that. <br /> City Engineer Westby replied he had not. <br /> Councilmember Woestehoff agreed with Councilmember Musgrove that there are segments of <br /> roads that cause problems versus the full stretch of the road. He thought it would be interesting to <br /> have a visual of the entire roadway as opposed to just a section. He agreed with Councilmember <br /> Riley that there is a lot of work that needs to be done on the roads in the coming years. He thought <br /> switching systems might be nice to get more definition but he didn't know if it would influence a <br /> decision to service the road. <br /> City Engineer Westby commented Public Works Superintendent Riemer is retiring and the plan is <br /> for him to start doing the PASER ratings which would mean they may see differences. He stated <br /> that in going through the CIP there have been differences in the PASER ratings from year to year, <br /> it could be data entry issues but he thought this may be a good time to try a different system. He <br /> agreed there was plenty to do without doing things differently. <br /> City Administrator Hagen stated they wouldn't be rating roads that are known to need work. He <br /> stated he used PCI in his former work and found that it tracked how a road was decaying through <br /> the years and heled set the CIP. <br /> Mayor Kuzma asked for a show of hands to go forward with PCI. Three Councilmembers raised <br /> their hands. <br /> The consensus of the Council was to not to move forward with PCI rating system and to keep it as <br /> is for the time being. <br /> Councilmember Woestehoff suggested adding this discussion to budget talks and to learn more <br /> about the scanning companies. <br /> Councilmember Riley added he would also like to hear more about how many hours it would take. <br /> 2.03: Discussion Regarding Staffing for City Communications <br /> City Council Work Session/June 28, 2022 <br /> Page 7 of 20 <br />
