PRINCIPAL SUM: DOLLARS KNOW ALL PERSONS BY THESE PRESENTS that the City of Ramsey, Minnesota(the "Issuer"), a home rule charter city and political subdivision organized and existing under the Constitution and laws of the State of Minnesota, for value received, promises to pay from the sources and as hereinafter provided, to the Bondholder (named above), or registered assigns, on the Maturity Date (stated above), upon surrender hereof, the Principal Sum (stated above), and in like manner to pay interest on said Principal Sum from the Original Issue Date (stated above) at the Interest Rate per annum (stated above), semiannually on June 1 and December 1 of each year, commencing December 1,2022 (or, if any such day is not a business day,then on the next business day thereafter with the same effect as if paid on such date),until said Principal Sum is paid, except as the provisions hereinafter set forth with respect to redemption of this Series 2022B Bond prior to maturity may become applicable hereto; provided that during the occurrence and continuance of an Event of Default, this Series 2022B Bond shall bear interest at the Late Payment Rate. Payment of interest on this Series 2022B Bond shall be made to the Bondholder hereof on the "Record Date" or "Special Record Date," as the case may be, and shall be paid by check or draft mailed to the person who shall be the Bondholder hereof on the Record Date or Special Record Date, as the case may be, at the address of the Bondholder as it then appears on the registration books of the Trustee.
