A charter school's membership is broken down into the number of students in each category and <br /> the number is multiplied by the relevant pupil units. The State allocates the applicable funding level for <br /> the charter school according to the total number of pupil units. <br /> The formula is defined as the State traditional school district average general education revenue <br /> per pupil unit, plus the referendum equalization aid allowance in the pupil's district of residence, minus a <br /> transportation allowance, which is an amount equal to the product of the formula allowing according to <br /> State law,multiplied by 0.0466, calculated without basic skills revenue, extended time revenue,alternative <br /> teacher compensation revenue,and transportation sparsity revenue,plus basic skills revenue,extended time <br /> revenue,basic alternative teacher compensation aid according to State law,and transition revenue as though <br /> the charter schools were a traditional school district. In the 2015 Legislative session, the State Legislature <br /> approved extended time revenue for charter schools at the rate of$17 per pupil unit beginning in fiscal year <br /> 2015-2016; however, this amount has steadily decreased and in 2019-2020 was at a rate of$14 per pupil <br /> unit. <br /> Transportation Revenue. Transportation revenue must be paid to a charter school that provides <br /> transportation. In addition to the general revenue calculated in the manner set forth in the previous <br /> paragraph, a charter school providing transportation services must receive general education aid equal to <br /> the sum of the product of an amount equal to the product of the formula allowance defined under Minn. <br /> Stat. § 126C.10, subd. 2, multiplied by 0.0466 plus the transportation sparsity allowance for the school <br /> district in which the charter school is located times the adjusted marginal cost pupil units,plus the product <br /> of$300 times the extend time marginal cost pupil units. <br /> Special Education Revenue. Special education revenue must be paid for each child with a <br /> disability. A charter school must be paid special education revenue as though it were a school district. The <br /> aid is equal to the State total special education aid multiplied by the ratio of the resident school district's <br /> initial special education aid to the State total initial special education aid. <br /> In the 2013 Legislative session,the State Legislature changed how charter schools were reimbursed <br /> for the portion of the aid paid by the resident school district of the student,also referred to as Tuition Billing. <br /> Charter schools will be responsible for 10%of the Tuition Billing amount that would have been charged to <br /> the resident district,which equates to approximately 4-6% of special education costs. <br /> Building Lease Aid. Building Lease Aid may be distributed to a charter school if the school finds <br /> that it is economically advantageous to rent or lease a building or land for any instructional purposes and <br /> determines that the total operating capital revenue is insufficient for its purposes. The Commissioner must <br /> review the school's request for aid and determine (a) whether the request is reasonable based on price of <br /> current market values, (b) whether the request conforms to applicable State laws and rules, and (c) the <br /> appropriateness of the lease in regards to the circumstances and needs of the charter school. <br /> The amount of Building Lease Aid per pupil unit served for a charter school for any year shall not <br /> exceed the lesser of: <br /> (i) 90 percent of the approved lease cost; or <br /> (ii) the product of the pupil units served for the current school year times $1,314. <br /> See also "APPENDIX B — MINNESOTA LAWS RELATING TO CHARTER SCHOOLS — <br /> Funding for Charter Schools"in this Official Statement. <br /> Compensatory Aid.
