5.01: Approve the May Planning Commission Meeting Minutes <br />Motion by Commissioner Peters, seconded by Commissioner Gengler, to approve the consent <br />agenda as presented. <br />Motion Carried. Voting Yes: Chairperson Bauer, Commissioners Peters, Gengler, Anderson, <br />Hunt, VanScoy, and Walker. Voting No: None. Absent: None. <br />6. PUBLIC HEARINGS/COMMISSION BUSINESS <br />6.01: Public Hearing: Anoka Ramsey Athletic Association (KRH Land LLC/ISE Inc.) <br />Rezoning and Zoning Code Text Amendment at 14622 and 14650 Ferret Street <br />Public Hearing <br />Chairperson Bauer called the public hearing to order at 7:02 p.m. <br />Presentation <br />Planning Manager Larson presented the staff report stating that staff recommends approval of <br />Ordinance #22-21 for rezoning property from COR to E-3 and Ordinance #22-22 for a text <br />amendment adding Medical Clinics as a permitted use in the E-3 district. <br />Commissioner VanScoy referenced the COR requirements and noted that it seems that all of those <br />uses would be allowed. He asked the rational for the change to E-3 and then to also change the <br />text of E-3. <br />Planning Manager Larson stated that it is his understanding that the fitness centers within the COR <br />were imagined at a smaller scale than what is proposed. He noted that this would not follow the <br />COR design principals and provided examples. <br />Commissioner VanScoy commented that it would then seem the architectural standards are the <br />issue as the proposed uses would seem to be allowed within the COR districts. <br />Planning Manager Larson confirmed that to be correct. <br />Chairperson Bauer noted that exceptions have been made to the architectural standards and asked <br />if that could be done in this case. <br />Planning Manager Larson noted that it would be a very large exception in this case. <br />Commissioner Anderson asked the proposed square footage of the medical center. <br />Planning Manager Larson replied that the site plan is still in flux. <br />Planning Commission/ June 23, 2022 <br />Page 2 of 19 <br />
