CC Regular Session 5. 15.
Meeting Date: 07/26/2022
By: Bruce Westby,Engineering/Public
Works
Information
Title
Adopt Resolution#22-171 Approving Proposal for Exploratory Watermain Excavation for Improvement Project
#21-08,Water Treatment Plant Trunk Watermain Improvements.
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution#22-171 approving the proposal from Dave Perkins Contracting,
Inc. to complete exploratory watermain excavation work as needed to finalize plans for rebidding Improvement
Project#21-08, Water Treatment Plant Trunk Watermain Improvements.
Background:
As part of the development of The COR(previously Ramsey Town Center),municipal water supply wells and trunk
Watermain was constructed throughout The COR. Unfortunately, the developer went bankrupt before development
of The COR was complete so the City never received asbuilt record plans for much of the infrastructure that was
constructed, including trunk watermain lines.
Numerous Watermain lines exist In the southeast quadrant of the intersection of Bunker Lake Boulevard and Center
Street. These lines include raw watermain that carries untreated water from the municipal wells to the pumphouses
where chemicals are added to treat the water, and finished watermain that carries the treated water to the trunk water
supply distribution system. These trunk watermain lines cannot be accurately located without uncovering them and
surveying them to determine their exact locations. Asbuilt plans can then be made using this data. While these lines
are uncovered they will also be tapped to verify the lines are in use and were not abandoned in place.
This work will allow the final plans to be updated to minimize chances for change orders during construction of the
trunk watermain improvements, and will allow Staff to prepare asbuilt record plans that can then be provided to
developers seeking to develop this City-owned property in the future, which has presented barriers to development
in the past.
Notification:
Notifications are not required for this case.
Funding Source:
This work is proposed to be funded using water utility funds.
Recommendation:
Staff recommends approving the proposal from Dave Perkins Contracting,LLC in the amount of$13,575 for
exploratory watermain excavation work for Improvement Project#21-08, Water Treatment Plant Trunk Watermain
Improvements.
This work will not only allow the plans for Improvement Project#21-08 to be completed, it will also allow Staff to
prepare asbuilt record plans for the trunk watermain in the southeast quadrant of the intersection of Bunker Lake
Boulevard and Center Street, which Staff will then be able to share with developers as future development
proposals are received for this City-owned property. .
