CC Regular Session 5. 12. <br />Meeting Date: 08/08/2022 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title <br />Adopt Resolution #22-181 Authorizing the City Administrator the Authority to Hire Temporary and Seasonal <br />Employees <br />Purpose/Background: <br />The purpose of this case is to grant the City Administrator the authority to approve hiring temporary and seasonal <br />employees without approval of the City Council so long as the funding for these positions is within the annual <br />budget. <br />Annually, the City of Ramsey budgets for and employs temporary and seasonal employees to work in various <br />departments. These positions typically last less than one year. Furthermore, Council considers these positions <br />annually through the budget approval. <br />It is necessary to streamline the onboarding of these employees in order to be competitive in the workplace. <br />Eliminating the need for City Council approval for each hire will remove the delay in onboarding employees, <br />which has become an impediment to the City's hiring process. This will efficiency after final interviews, thus <br />reducing the risk of losing top candidates to other employment offers. <br />These employees do not meet the definition of a Public Employee as defined by the Public Employees Labor <br />Relations Act or are allowed for within the City labor agreements as being temporary. <br />Staff consulted with the City Attorney on this matter and he advises that granting the City Administrator the <br />authority to hire these temporary and seasonal employees without approval from the City Council is permissible. <br />Funding Source: <br />There is no funding necessary for this action. <br />Recommendation: <br />To authorize the City Administrator the authority to approve hiring temporary and seasonal employees without <br />approval of the City Council so long as the funding for these positions is within the annual budget. <br />Action: <br />Motion to adopt resolution #22-181 as follows: 1) Authorize the City Administrator the authority to approve hiring <br />temporary and seasonal employees without approval of the City Council so long as the funding for these positions <br />is within the annual budget. <br />Resolution 22-181 <br />Attachments <br />Form Review <br />
