The Catholic Church of
St. Katharine Drexel
7101 143rd Avenue NW, Suite G • Ramsey MN 55303 (763) 323-4424
July 25, 2022
Cindy Nelson
City of Ramsey
7550 Sunwood Dr NW
Ramsey MN 55303
Dear Cindy,
We have been receiving regular "Statement of Account" from you regarding our escrow
# 118173 for our Interim Use Permit for our storage building. We made an initial deposit
of $600 into this escrow account 1 / 13/22.
This request was reviewed by the Planning Commission at their March 4, 2021 meeting
with a Public Hearing. The Planning Commission recommended to the City Council that
the IUP be granted. The City Council approved Resolution #21-054 as part of the
Consent Agenda at their March 23, 2021 meeting to grant the IUP.
Subsequent to that meeting, Chloe McGuire Brigl of the Planning Office informed us that
since she had not made it clear in her original presentation that our building would have
sewer and water, she wanted to present the IUP to the Council a second time. She said
she was doing this to make sure there was full transparency with the Public Hearing at the
March 4 Planning Commission meeting since Gary Van Scoy and I served as the vice
chair and chair of the Planning Commission. We had recused ourselves from the Public
Hearing and subsequent action by the Planning Commission. She stated that since it was
at her initiative, we would not bear any additional costs for this action.
This was acted on at the July 27, 2021 City Council meeting. The Council approved
Resolution #21-218. Again, this second resolution was entirely at the request of City
Planning Staff in the interest of full transparency. This was not to incur any additional
expense to St Katharine Drexel after the initial approval of the IUP at the March 23, 2021
City Council meeting. Therefore, the charges of $398.62 that were all after the initial IUP
was approved were not to be charged to St. Katharine Drexel. Instead of owing an
additional $97.83, we are actually due a refund of $300.79. Please have that amount sent
to St Katharine Drexel.
Sincerely,
Randy Bauer
cc: Mayor Mark Kuzna, City Administrator Brian Hagen, Planning Office
PeacefuCCy c% at each moment what at that moment need's to be done.
