CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, July 26, 2022, at <br />the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Also Present: <br />Mayor Mark Kuzma <br />Councilmember Ryan Heineman (attended remotely) <br />Councilmember Chelsee Howell <br />Councilmember Debra Musgrove <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Matt Woestehoff <br />City Administrator Brian Hagen <br />Administrative Services Director Colleen Lasher <br />City Engineer/Interim Public Works Director Bruce Westby <br />Interim Parks and Assistant Public Works Director Mark Riverblood <br />Finance Director Diana Lund <br />Fire Chief Matt Kohner <br />Police Chief Jeff Katers <br />City Attorney Fritz Knaak <br />Economic Development Manager Sean Sullivan <br />1. CALL TO ORDER <br />Mayor Kuzma called the City Council Work Session to order at 5:30 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Provide Direction: Highway 10 Frontage Road Between Ramsey Blvd & Armstrong <br />Blvd <br />City Administrator Hagen introduced Jason Orcutt from the Anoka County Transportation <br />Division. He stated they are looking for Council direction on the frontage road between Ramsey <br />Boulevard and Armstrong Boulevard which would be a dead-end cul-du-sac and extending it <br />toward EZ Auto to provide access to it. <br />Mr. Orcutt stated this could potentially be a large cost savings to the taxpayers, and to the project <br />as a whole. He added it could also potentially offset some of the City and County costs. He asked <br />for discussion and direction around design attributes. He stated since they met last time a gated <br />access was added because the cul-du-sac would be longer than what a typical City street would <br />allow. He stated the proposed break -a -way gates would allow access to Fire and Police. He stated <br />City Council Work Session /July 26, 2022 <br />Page 1 of 19 <br />
