Park and Recreation Commission <br />Meeting Date: 08/112022 <br />By: Mark Riverblood, Engineering/Public Works <br />Information <br />Title: <br />Clarify Park Dedication Requirements for Trott Brook Cr°ssmg <br />Purpose/Background: <br />At the regular October 2021 Park & Recreation Commission meeting. the Commission affirmed the Park Dedication and Trail Fees owed fur the Trott Brook Crossing plat. Accordingly. the Commission's recommendation to Council was that the land (with historic farm buildings) would first solve for the Park Dedication owed, with the balance of cash owed in subsequent phases. The <br />same was true for the Trail Fees, in that the Developer was to construct trail and boardwalk, and the remaining cash owed would be applied to later phases <br />The past month the City learned that the Developer Is planning on filing for Final Plat approval essentially in reverse order, with the first phase off from Vanolite Street. ( Please see the attavliment for the expected phasing <br />plan. submitted by the Developer.) <br />Notification: <br />Observations/Alternatives: <br />The essence of this case is to inform the Commission, that with the filing of the Final Plat. staff with be formulating the Development Agreement with the full cash Park Dedication and Trail Fees owed for each lot platted, <br />until the Developer conveys the intended land to the City and constructs the trails and boardwalk. <br />Funding Source: <br />No funding is required, rather this case addresses the collection of Development Fees. specifically Park Dedication and Trail Fees. <br />Recommendation: <br />Staff recommends acknowledging by Motion or consensus that the Des elopment Agreement will specify Park Dedication and Trail Fees in the frill cash amount for each lot created until such time as the park land is <br />acquired by the City. and trails and boardwalks are completed within the proposed Trott Brook Crossing. <br />Action: <br />Motion (or consensus) to direct Staff to prepare the Trott Brook Crossing Development Agreement for City Councrl's consideration, spec specifying that Park Dedication and Trail Fees shall he due m the full cash amount for <br />each lot created until such time as the park land is acquired by the City, and trails and boardwalks are completed. <br />Revised (new) phasing plan <br />Attachments <br />Form Res iew <br />labor Reviewed By Date <br />Brute BOB!, NI, In Warro 0,01P2112202 <br />Fuim Siaiie,l Br Mark P.itobkaud S,uied On 080420220129 Pf <br />Flair Ammo a Date Ori05 2022 <br />
