5.02: Affirm and Update Policy Relating to Non -Programmed Activity as Part of the <br />Summer Concert Series <br />Parks & Assistant Public Works Director Riverblood explained how things have evolved since the <br />summer concert series began in 2010 related to sponsorship and outside sellers. He stated that in <br />2014, the City developed a policy in attempt to control the unsolicited vendors that show up. He <br />stated that recently the City Council has been reviewing policies and this seems like a good <br />opportunity to update the policy. <br />Acting Chair Sis welcomed any comments on the draft policy. It was noted there were minimal <br />changes. He asked whether they wanted to leave the door open for potential sponsorship in the <br />future. <br />Parks & Assistant Public Works Director Riverblood confirmed that the language would allow for <br />one sponsorship at a time in The Draw and that advertising shall be limited to direct sponsors. <br />Motion by Commissioner Loss, seconded by Commissioner Leistico to approve the updated policy <br />to Preserve Leisure and Quality of experience for Park Patrons. <br />Further discussion: Councilmember Musgrove asked for additional details on how the <br />sponsorships would be determined. Acting Chair Sis clarified that City staff would handle that <br />work. Parks & Assistant Public Works Director Riverblood commented that additional <br />clarification may not be needed within the policy and provided details on how the bands and <br />sponsors are selected and negotiated. <br />Motion carried. Voting Yes: Acting Chair Sis; Commissioners Loss, Leistico, Barten, and Olson. <br />Voting No: None. Absent: Chair Bennett and Commissioner Walker. <br />6. COMMISSION/STAFF INPUT <br />Recreation Specialist Marla Martinez -Flynn provided an update and highlights of summer <br />programming that has occurred thus far and those yet to come. She stated that next week, The <br />Draw will feature Minnesota's largest inflatable water slide next week from 4 to 8 p.m. <br />Parks & Assistant Public Works Director Riverblood provided an update on playground <br />replacement progress and resident involvement and contributions <br />Commissioner Loss noted a recent posting on social media where a resident that took the pickleball <br />lessons is attempting to coordinate times for residents to play together. <br />Councilmember Musgrove congratulated Recreation Specialist Marla Martinez -Flynn noting that <br />the Council recently approved an increase in her hours. <br />7.
