<br />City Administrator Hagen replied it is an additional cost. He thought it was around $200 to $300 <br />per person. <br /> <br />Councilmember Musgrove asked if it was correct that there is a budget for training. <br /> <br />City Administrator Hagen replied he would have to check on that. <br /> <br />City Attorney Knaak commented he wasn’t saying there is a lack of experience, quite the opposite, <br />he has attended Ramsey Council meetings that are run well despite disagreements. He thought the <br />League training and participation is a wonderful resource and recommended. <br /> <br />Councilmember Woestehoff asked if there are other resources he would recommend, such as the <br />Humphrey Institute. <br /> <br />City Attorney Knaak replied if he saw anything at the Humphrey Institute that is directed at elected <br />officials he will make sure Council sees it. He stated what he likes about the League is about <br />elected officials and they have wonderful resources online also. He stated some of the issues this <br />Council has are difficult but overall the way people are here is positive. He stated one of the <br />reasons he wanted to work with Ramsey was because of the difficult issues and because they <br />weren’t a dysfunctional Council. <br /> <br />Councilmember Specht commented he enjoyed the training when he went through it and would be <br />willing to go through another. He asked if meetings are supposed to follow Robert’s Rules and if <br />there was an ordinance or something that is generally accepted. <br /> <br />City Attorney Knaak replied in their Charter they have the right to establish their own rules and <br />procedures. He stated he has not seen the word Robert’s Rules of Order anywhere in the <br />ordinances or anywhere in the Charter. He stated that is a good thing. He stated the League <br />recommends if they don’t have to, they don’t use it. He stated he has his own, there is an updated <br />version of general procedural rules and he has others available. He stated if he were asked a <br />question he would never revert to Robert’s Rules. He stated they don’t follow Robert’s Rules. <br /> <br />Councilmember Specht asked how they know what they do follow. <br /> <br />Councilmember Howell replied they have Section 2-50 in the City Code that talks about the <br />presiding officer that has a lot of content that she assumes, if they expect residents to follow the <br />City Code, Council should too and that has a lot that covers conduct, point of orders being called, <br />meeting to be followed, and similar items. She suggested he look that up. <br /> <br />City Attorney Knaak agreed and by raising the issue of point of order, which happened at the <br />Council meeting before last, that is appropriate. <br /> <br />Councilmember Specht asked if there was something that gives specifics.
