Councilmember Woestehoff introduced the following resolution and moved for its adoption: RESOLUTION #22-171 RESOLUTION APPROVING PROPOSAL FOR EXPLORATORY WATERMAIN EXCAVATION FOR IMPROVEMENT PROJECT #21-08, WATER TREATMENT PLANT TRUNK WATERMAIN IMPROVEMENTS WHEREAS, pursuant to Ramsey City Council Resolution #19-248 adopted October 8, 2019, a professional services contract was awarded to SEH, Inc. for the purpose of analyzing the City’s municipal water supply system source water, developing a water system model, and preparing a preliminary design report for a centralized water treatment plant to ensure that the City’s municipal water supply system will continue to provide adequate quantities of safe drinking water into the foreseeable future; and WHEREAS, pursuant to Ramsey City Council Resolution #21-061 adopted March 9, 2021, a professional services contract was awarded to SEH, Inc. for all design and construction services needed to allow the trunk watermain improvements needed to support the centralized water treatment plant to be designed, bid, and constructed before the water treatment plant is constructed; and WHEREAS, pursuant to Ramsey City Council Resolution #21-303 adopted October 26, 2022, final plans and specifications prepared by SEH, Inc. were approved and advertisements for bids were authorized for said improvements, and WHEREAS, pursuant to Ramsey City Council Resolution #22-033 adopted January 25, 2022, all bids were rejected and Staff was authorized to work with SEH, Inc. to revise the approved plans to reduce project costs and to monitor the bidding environment to identify the most favorable time to bid the project again; and WHEREAS, while revising plans it was determined that exploratory watermain excavation work was needed to accurately determine the locations and depths of trunk watermain lines in the southeast quadrant of Bunker Lake Boulevard and Center Street; and WHEREAS, two quotes were received to complete this work and Dave Perkins Contracting, Inc. provided the lowest responsible quote in the amount of $13,575. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) The Ramsey City Council hereby approves the proposal from Dave Perkins Contracting, Inc. for exploratory watermain excavation in support of Improvement Project #22-05, and authorizes the City Engineer to execute the proposal for and on behalf of the City of Ramsey.
