<br />Councilmember Woestehoff introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #22-171 <br /> <br />RESOLUTION APPROVING PROPOSAL FOR EXPLORATORY WATERMAIN <br />EXCAVATION FOR IMPROVEMENT PROJECT #21-08, WATER TREATMENT <br />PLANT TRUNK WATERMAIN IMPROVEMENTS <br /> <br /> WHEREAS, pursuant to Ramsey City Council Resolution #19-248 adopted October 8, <br />2019, a professional services contract was awarded to SEH, Inc. for the purpose of analyzing the <br />City’s municipal water supply system source water, developing a water system model, and <br />preparing a preliminary design report for a centralized water treatment plant to ensure that the <br />City’s municipal water supply system will continue to provide adequate quantities of safe <br />drinking water into the foreseeable future; and <br /> <br /> WHEREAS, pursuant to Ramsey City Council Resolution #21-061 adopted March 9, <br />2021, a professional services contract was awarded to SEH, Inc. for all design and construction <br />services needed to allow the trunk watermain improvements needed to support the centralized <br />water treatment plant to be designed, bid, and constructed before the water treatment plant is <br />constructed; and <br /> <br /> WHEREAS, pursuant to Ramsey City Council Resolution #21-303 adopted October <br />26, 2022, final plans and specifications prepared by SEH, Inc. were approved and <br />advertisements for bids were authorized for said improvements, and <br /> <br /> WHEREAS, pursuant to Ramsey City Council Resolution #22-033 adopted January <br />25, 2022, all bids were rejected and Staff was authorized to work with SEH, Inc. to revise <br />the approved plans to reduce project costs and to monitor the bidding environment to <br />identify the most favorable time to bid the project again; and <br /> <br /> WHEREAS, while revising plans it was determined that exploratory watermain <br />excavation work was needed to accurately determine the locations and depths of trunk <br />watermain lines in the southeast quadrant of Bunker Lake Boulevard and Center Street; <br />and <br /> <br /> WHEREAS, two quotes were received to complete this work and Dave Perkins <br />Contracting, Inc. provided the lowest responsible quote in the amount of $13,575. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) The Ramsey City Council hereby approves the proposal from Dave Perkins Contracting, <br />Inc. for exploratory watermain excavation in support of Improvement Project #22-05, <br />and authorizes the City Engineer to execute the proposal for and on behalf of the City of <br />Ramsey. <br /> <br /> <br />
