<br />Councilmember Woestehoff introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #22-181 <br /> <br />RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR THE AUTHORITY TO <br />HIRE TEMPORARY AND SEASONAL EMPLOYEES <br /> <br />WHEREAS, annually, the City of Ramsey employs temporary and seasonal employees; <br />and <br /> <br />WHEREAS, these are employees that do not meet the definition of being Public <br />Employees as defined by the Public Employees Labor Relations Act or are allowed for within <br />the City labor agreements being temporary; and <br /> <br />WHEREAS, the funding for these employees is included in the annual budget; and <br /> <br />WHEREAS, the requirement to delay hiring in order to seek City Council approval has <br />proven to be an impediment to the City’s hiring process; and <br /> <br />WHEREAS, it is necessary to streamline the onboarding of these employees in order to <br />be competitive in the workplace; and <br /> <br />WHEREAS, the City Attorney advises that granting the City Administrator the authority <br />to hire these employees without approval from the City Council is permissible. <br /> <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) Authorize the City Administrator the authority to approve hiring temporary and seasonal <br />employees without approval of the City Council so long as the funding for these positions <br />is within the annual budget. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Howell, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Acting Mayor Riley <br /> Councilmember Woestehoff <br /> Councilmember Howell <br /> Councilmember Specht <br /> <br />and the following voted against the same: <br /> <br /> None <br /> <br />and the following abstained: <br /> <br /> None <br /> <br /> <br />
