Park and Recreation Commission <br />Meeting Date: 09/08/2022 <br />By: Mark Riverblood, Engineering/Public <br />Works <br />Information <br />Title: <br />Approve Concept Plans for Neighborhood Park in the Riverstone South Subdivision <br />5. 1. <br />Purpose/Background: <br />A 243 lot residential subdivision was approved by the City in 2021 entitled Riverstone South —and is generally <br />south of Hwy's #10 & #169 and north of the Bowers Drive residential area. As part of the planning process in <br />2020-21 it was determined that Park Dedication for the new plat would consist of one acre for a neighborhood park, <br />and $350,000 in cash for the park's development. <br />The purpose of this case is to review the concept plans for the park, such that staff may begin refining and defining <br />the plans and specifications for receiving quotes and bids for the various improvements for the Commission and <br />City Council's approval, with subsequent construction. <br />Notification: <br />Substantial public engagement, workshops and Public Hearings occurred in 2020 and 2021 leading up to the plat's <br />approval. <br />Observations/Alternatives: <br />One of the stated goals for the park in this location was to preserve the existing trees —and then to incorporate the <br />trees quite literally into playground elements. The attached concept plan is the result of considerable planning to <br />achieve the above goals, and to remain within the ample $350,000 park development budget. The draft, working <br />title for the park and project is 'The Hollow' which attempts to convey the embracing feeling this wooded enclave <br />will evoke, within and surrounded by hundreds of homes. <br />For the meeting, staff will review in detail each of the contemplated elements in the attached concept plans, as well <br />as the theory in design and value of the integrated features. Commissioners will provide their expertise and ideas as <br />another layer to this concept plan, with the next iteration and specifications for the park's components returning for <br />additional approvals at a future Commission meeting. The desire would be for City Council approval as soon as <br />this Winter, for the park improvements to begin early in 2023. <br />Funding Source: <br />The funding source is the $350,000 in Park Dedication fees paid by the Developer of Riverstone South. <br />Recommendation: <br />Staff recommends the attached concept plan and preliminary budget as the basis for additional design development <br />for the park in Riverstone South. <br />Action: <br />Motion or consensus to move forward for additional final planning and develop plans and specifications —based <br />upon discussion. <br />
