City Administrator Norman indicated a site was designated next to the substation for a Fire <br />Sr_ation. He explained it is less desirable to build a house next to a substation and it was thought <br />that a tit'e station would be a good buffer. ~, <br /> <br />The Council reviewed and discussed the sketch plan from GM Homes, including the following <br />issues: accesses to the subdivision and the Fire Station, cul-de-sac, grade changes in the cul-de- <br />sac, and phasing. <br /> <br />The Council discussed, the following issues associated with a land swap with GM Homes to <br />preserve a location for a future school: <br /> <br />'['he future population of Ramsey'will require an additional school. <br />Synergy with fields from the current elementary school <br />County preference that schools not be located directly on a county road <br />A strong goal of the Council is to. be certain there is land available for schools and <br />municipal sites <br />The proximity of the Fire Station to the school and buses would be acceptable <br />Additional parking area for special events / possible 40 foot wide street with designated <br />parking on both sides <br />Sidewalks on both sides of the street in the area due to the higher density a'¢d the <br />likelihood of two schools within one mile in the future <br /> <br />City Administrator Norman advised the SchooI District cannot propose a bond for new schools <br />for five to six years. City staff has been working with individuals involved in school facilities. <br />t~ud with the Superintendent's Office, who indicate the planning for another school is needed. <br />The School District is not able to hold land for a school, but the City Counci'l is looking out for <br />tl~e growth of the community. <br /> <br />Mayor Garnet arrived at 7:30 p.m. <br /> <br />Mayor Pro Tem Elvig stated he is cognizant they are not dealing with an overage of property for <br />ttds develqpment to work, also taking into consideration the land swap, improvements, roads, <br />z~nd sidewalks. He would support a PUD to keep the lots fairly Small, which.would allow more <br />land to work with. <br /> <br />Cotmcilmember Cook suggested the City work towards acquiring first right of refusal on the four <br />lots on CR 5. <br /> <br />Counc/hnember Jeffrey requested information regarding the type of housing product planned for <br /> development. <br /> <br />Mr. Shcilerud provided a description of two-story and modified two-story single family homes <br />with tl~ree car garages that will fit on 50 foot pads. <br /> <br /> consensus of the Council was to direct staff to begin negotiations of a land swap with GM <br />tomes_ with the developer to work on preparing preliminary, plat based on the above discussion. <br /> <br />(;ouncilrnember Jeffrey stressed the importance of an additional access onto Alpine Drive. <br /> <br />City Council Work Session / September 20, 2005 <br /> Page 3 of 7 <br /> <br /> <br />
