~" '~he development proposal also preserves two lites for future Public/Quasi-Public uses. The first
is the fire station site in the northeast comer of the site. This portion of the plat is identified as
Public/Quasi-Public in the Comprehensive Plan and is currently zoned'Public/Quasi-Public. No
change in land use designation or zoning is required for the furore fire station site.

The second Public/Quasi-Public site is intended to be held by the City for a future school site.
While the School District cannot commit that this property will be used for a school, the City
Council and the School Board have met on this issue. In previous work sessions, the City
Council has expressed a strong desire to preserve the land around the current City Hall campus
for a future school use. The site consists of a portion of the City Hall Campus and the backyards
of 3 existing residences south of City Hall. It will be necessary to rezone the portions of the 3
existing residences being incorporated into the future school site from R-1 Residential to
Public/Quasi-Public. The 3 homesteads will retain their R-1 Residential zoning.

Facilitating this development proposal will enhanCe a potential future schOol site with public
sewer and water, roads and sidewalks.

Recommendation: ·

City Staff recommends approval of the rezoning, contingent upon Metropolitan Council approval
of the related Comprehensive Plan Amendment.

Commission Action:

Motion to recommend that City Council adopt Findings of Fact relating to a request from GM
Land Development to rezone certain property from B-1 Business and Public/Quasi-Public to R.-1
Residential; and R-1 Residential to Public-Quasi-Public.

-and-

Motion to recommend that City Council approve the request for rezoning from GM Land
Development, based on the Findings of Fact, and contingent upon Metropolitan Council's
approval of the request for a Comprehensive Plan Amendment.

Reviewed by:
Community Development Director

PC: 11/03/0S

Copies to:
City Administrator

110
