CASE # <br /> <br /> l:~l~ QUEST FOR SKETCH PLAN RI~VIEW OF CLEMENS' 2~ ADDITION: <br /> CASE OF VINCENT CLEMENS <br /> By: Breanne Dalnes, Associate Planner <br /> <br />Background: <br /> <br />Vincent and Evelyn Clemens are proposing a minor subdiviaion to convert one existing outlot <br />hmo one buildable lot generally located at the corner of Ebony Street and 137th Avenue NW. <br /> <br />The following items are enclosed for your information: <br /> <br /> 1) Site [ocation map <br /> 2) Sketch Plan <br /> 3) City Staff Review Letter dated October 25, 2005 <br /> <br />i <br /> <br />!gketch plans are not subject to a public hearing. However, owners of property within 700 feet of <br />thc subject property were notified of the sketch plan and site plan request. A land use sign was <br />also erected on the subject property. <br /> <br />Observations: <br /> <br />The subject property is zoned R-1 MUSA and lies within the Critical Overlay District for the <br />.Mississippi River. The proposed lot will be 16,240 square feet in size,, which exceeds the <br />minimum lot size o~' 12,150 square feet, and conforms to the minimum lot width ofg0 feet. <br /> <br />Access [o the proposed lot will be gained from Ebony Street. Sewer and water facilities recently. <br />be,zarne available to the Clemens' outlot, and the lot will hook up to these facilities located in <br />IX, bony Street. <br /> <br />As pat1 of this application, the applicant will need to submit an application for a vacation of <br />easement, due to the minor shift in the southern property line. This shift was recommended by <br />stuff", in order to avoid future conflict regarding the property lines. <br /> <br />Recommendation: <br /> <br />'lFlte .~kcrch plan process provides the Planning Commission the opportunity to relay to the <br />a?pl[cant direction on the proposed subdivision related to street networks, lot layout, and overall <br />design that are acceptable and those issues that may need further analysis. <br /> <br /> <br />
