The applicant has applied for a rezoning to Plaflned Unit Development (pUD), which if approved <br />woiald permit these deviations. <br /> <br />Grading and drainage plans have been reviewed and required revisions are listed in the City Staff <br />review letter. <br /> <br />The preliminary plat proposes to convert and construct the existing City Hall driveway to Alpine <br />Drive as a 'public road. Cormections to 152nd Lane to the east and Helium Street to the south are <br />proposed. A future connection is also provided in the southeast coruer of the pla[ near 152~d <br />Avenue, though this connection will not be completed at this time. The preliminary plat <br />proposes to utilize the existing City Hall access onto Nowthen Blvd. Bu!lding will not be <br />permitted on Lot 1, Block 2 and Outlot A until this access is made permanent. Staff has sent the <br />preliminary plat to Anoka County for review and comment. <br /> <br />The Landscaping Plan is acceptable.. City Staff is recommending the addition of plantings along <br />Nowthen Blvd. and Alpine Drive. The Tree Preservation Plan is also acceptable. A majority of <br />the trees will have to be removed from the site, but the trees to be removed do not merit special <br />status. However, ,Staff is recommending new plantings beyond the minimum requirements <br />because of the significant number of trees that are being removed. <br /> <br />The Park and Recreation Commission made some preliminary suggestions for park dedication <br />that include suggestions for a playground area. The preliminary plat will be submitted to the <br />Park Commission for a final recommendation. A trail will be required along Nowthen Blvd. <br />Sidewalks are being requested on both sides of the street due to the likelihood that there will be <br />two schools within 1 mile of the homes at. some point in the future. <br /> <br />Recommendation: <br /> <br />City Staff is recommending final Plat approval contingent upon compliance with the City Staff <br />review letter. <br /> <br />Commission Action: <br /> <br />Motion to recommend that City Council approve the preliminary plat for ,The Meadow <br />contingent upon compliance with the City Staff Review Letter dated October 28, 2005: <br /> <br />Review Checklist: <br />Community Development Director <br />Civil Engineer II <br /> <br />PC: 11/03/05 <br /> <br />62 <br /> <br /> <br />
