He advised the two types <br />of draft easements are very similar, the difference being that one allows public access (trails), <br />and the other does not. <br /> <br />A:-;sistant Public Works Director Olson indicated staff will be bringing a case back to the Council <br />I:or direction, a£ter City Attorney review, on the easement templates. If there are not any changes <br />to the template after negotiations with the property owners, the easements will be ratified in the <br />consent agenda. If there are significant changes, there will be a case prepared that outlines the <br />proposed changes. <br /> <br />Councilmcmber Strommen asked if there was an example used in drafting the easements. <br /> <br />Assistant Public Works Director Olson replied a template was used from LCMR. Minor changes <br />were made to the utility section due to the restrictiveness of construction techniques. He <br />explained another reason to bring these templates forward is that there was significant discussion <br />last year in regards to snowmobile use in any of these easements. Restrictions on this use were <br />removed from the.easements, but the restriction will likely be requested often. ~ <br /> <br />~['he consensus of' the Council was to direct staff to proceed with bringing a case back to the <br />Council t'or approval of the LCMR trail easements after City Attorney review. <br /> <br />~:~rther discussion: Mayor Pro Tern Elvig inquired if the City will be attempting to obtain the <br />remaining $1,500,000 of the grant, which was originally in the amount of $2,000,000. City <br />Administrator Norman replied the grant was cut to $500,000 due to the funds available. <br /> <br />2) Use of City Hall Campus <br /> <br />City Administrator 'Norman stated as construction of a neTM MUnicipal Center progresses, it is <br />time to begin discussions of the current City Hall campus site. There have been past discussions <br />with thc Anoka Hennepin School District concerning the future of a possible middle school. As <br />part o t' those discussions, staff has been in communications with the School District concerning <br />the needs of a potential middle school site. He advised one opportunity staff would like to <br />discuss with Council is the land to the south of the current City Hall campus. The land has been <br />purchased fbr residential development and staff has discussed that site with the School District. <br />StalTl' would like to ask the Council to consider a swap with some of the land so that housing <br />d,',velopment could take place to the south of Alpine Boulevard; the current City Hall campus <br />site. <br /> <br />The Council discussed the possibility of a land swap with GM Homes and designating land for <br />tt~e School District. <br /> <br />'I he consensus of the Council was to direct staff to begin negotiations with GM Homes regarding <br />a potential land swap for land south of the current City Hall campus, as long as the School <br />District is interested in holding this location for a future middle school site. <br /> <br />City Council Work Session / July 19, 2005 <br /> Page 3 of 6 <br /> <br />71 <br /> <br /> <br />
