Regular Planning Commission 5. 2. <br />Meeting Date: 09/29/2022 <br />By: Brian McCann, Community <br />Development <br />Information <br />Title: <br />Continue the Public Hearing for the Tom Dehn Subdivision Proposal to the October Planning Commission Meeting <br />Purpose/Background: <br />Tom Dehn (the "Applicant") has applied for a Major Plat (Sketch Plan and Preliminary Plat) and Variance to <br />minimum lot size to subdivide his property at 15060 Armstrong Blvd NW (the "Subject Property"). At this time, <br />City Staff have properly advertised the public hearing but are missing crucial supporting documentation to conduct <br />a formal public hearing. City Staff are requesting the public hearing to continue at the October 27, 2022 regular <br />meeting of the Planning Commission. <br />Notification: <br />Staff attempted to notify property owners within 700 feet of the Subject Property, as reflected in the Anoka County <br />Property Records, of the request for Sketch Plan / Preliminary Plat and Variance consideration and the Public <br />Hearing to be held by the Planning Commission on September 29, 2022. A notice of the Public Hearing was <br />published in the Anoka County UnionHerald, the City's official newspaper. A proposed development sign was <br />placed on the property, and a copy of the mailing map is provided in the case attachments. <br />Continuing the public hearing would not result in additional public notification (i.e. additional posting in the <br />newspaper or letters sent to neighboring residents). <br />Observations/Alternatives: <br />Continuation of the Public Hearing: <br />At this time, the City only has a Concept Plan to bring forward to the Planning Commission. Until all plans are <br />received, City Staff will not be able to provide an accurate evaluation of the proposal. City Staff will provide a full <br />summary of the project and related plans at the October Planning Commission meeting. <br />Alternatives: <br />Alternative 1: Continue the public hearing to the October Planning Commission meeting. This would allow the <br />Applicant adequate time to gather plans and submit to City Staff for review, prior to bringing forward to the <br />Planning Commission. Staff attempt to bring the best plans to the Planning Commission at the time of the public <br />hearing, which is not possible at this time. City Staff support this alternative. <br />Alternative 2: Move forward with the public hearing at the September meeting to approve the Variance, and <br />recommend approval of the Sketch Plan / Preliminary Plat. Staff does not recommend this alternative as the <br />necessary plans for review have not been received at this time. <br />Alternative 3: Move forward with the public hearing at the September meeting to deny the Variance, and <br />recommend denial of the Sketch Plan / Preliminary Plat. Staff does not recommend this alternative, and wishes to <br />provide the Applicant additional time to submit the appropriate application materials. <br />Funding Source: <br />All costs associated with this request are the Applicant's responsibility. <br />Recommendation: <br />
