<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #22-217 <br /> <br />RESOLUTION SUPPORTING A SPECIAL 2022 MINNESOTA LEGISLATIVE SESSION <br /> <br /> WHEREAS, the people of Minnesota, including the City of Ramsey, have pressing needs; <br />and <br /> <br /> WHEREAS, critical infrastructure needs are one of many examples; and <br /> <br /> WHEREAS, The City of Ramsey identifies a new Water Treatment Plant, roads and <br />bridges as high priority projects; and <br /> <br /> WHEREAS, without additional funding through a bonding bill, cities will have to raise <br />utility rates and taxes on residents and business to pay for infrastructure projects; and <br /> <br />WHEREAS, the Minnesota Legislature failed to successfully pass a bonding bill in the <br />2022 Legislative Session; and <br /> <br />WHEREAS, the City of Ramsey has requested $10 million State grant for our needed <br />Water Treatment Plant to eliminate high levels of manganese in our drinking water; and <br /> <br />WHEREAS, many other Minnesota cities are in similar situations needing support from <br />the State. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) Supports Governor Walz to declare a special session for the legislature to work in a <br />bipartisan way to pass a bonding bill, and address HF 4732 for the City of Ramsey. <br />2) That this Resolution be transmitted to our current Representatives John Heinrich and Peggy <br />Scott, Senator Jim Abler, Speaker of the House Melissa Hortman, Senate Majority Leader <br />Jeremy Miller, House Minority Leader Kurt Daudt, Senat Minority Leader Melissa Lopez <br />Franzen and Governor Tim Walz. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Woestehoff, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Acting Mayor Riley <br /> Councilmember Musgrove <br /> Councilmember Woestehoff <br /> Councilmember Heineman <br /> Councilmember Howell <br /> Councilmember Specht <br /> <br />
