Councilmember Musgrove introduced the following resolution and moved for its adoption: <br />RESOLUTION #22-194 <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR A DAY CARE <br />CENTER AT 14725 RAMSEY BLVD NW AND DECLARING TERMS OF PERMIT <br />RECITALS <br />1. Lil Explorers, hereinafter referred to as the "Permittee" has properly applied for a Site <br />Plan and a Conditional Use Permit for a day care center on the property legally described <br />as follows: <br />Lot 2 Block 1 Ramsey Storage Center, Anoka County, Minnesota <br />(the "Subject Property") <br />2. That the Subject Property is zoned B-1 General Business District, which is a commercial <br />zoning designation and guided as such in the 2040 Comprehensive Plan. <br />3. That day care centers are a conditional use in the B-1 General Business District. <br />4. That the Permittee appeared before the Planning Commission for a public hearing on <br />August 25, 2022 that said public hearing was properly advertised and that the minutes of <br />said public hearing are hereby incorporated by reference. <br />5. That the Planning Commission reviewed and recommended approval of the request on <br />August 25th, 2022. <br />6. That the City Council reviewed and approved the request on September 13th, 2022. <br />FINDINGS OF FACT <br />1. That the proposed use will not adversely impact traffic in the area. <br />2. That the proposed use will not substantially or adversely impair the use, enjoyment or <br />market value of surrounding properties. <br />3. That the proposed use will be constructed so as to be harmonious and appropriate in <br />appearance with the existing or intended character of the general vicinity and such use will <br />not change the essential character of the area. <br />4. That the proposed use will not create additional requirements at public cost for public <br />facilities and services. <br />5. That the proposed use will not be detrimental to the economic welfare of the community. <br />
