<br />Councilmember Specht introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #22-209 <br /> <br />RESOLUTION APPROVING A DEVELOPMENT AGREEMENT FOR PACT CHARTER <br />SCHOOL <br /> <br /> WHEREAS, JB Vang, hereafter referred to as “Developer,” properly applied for Site Plan, <br />Preliminary Plat, and Final Plat approval of the following described property located in the City <br />of Ramsey: <br /> <br />THE SE1/4 OF NW1/4 OF SEC 16 TWP 32 RGE 25, EX W 185 FT THEREOF, EX RD, <br />SUBJ TO EASE OF REC, Anoka County, Minnesota. <br /> <br /> (the ‘Subject Property’); <br /> <br /> WHEREAS, the Planning Commission reviewed the Sketch Plan and requests for a <br />Comprehensive Plan Amendment and Zoning Amendment on February 24, 2022 and provided a <br />recommendation of approval; and <br /> <br />WHEREAS, the Environmental Policy Board (EPB) reviewed the Sketch Plan and <br />requests for a Comprehensive Plan Amendment and Zoning Amendment on February 28, 2022 <br />and provided a recommendation of denial; and <br /> <br />WHEREAS, the City Council approved the Comprehensive Plan Amendment (re-guiding <br />the land from Low Density Residential to Public/Institutional), contingent upon approval of a <br />Preliminary Plat, on March 8, 2022; and <br /> <br />WHEREAS, the City Council approved the Zoning Amendment (rezoning from R-1 <br />Residential (MUSA) – 80 to Public/Quasi-Public), contingent upon approval of a Preliminary Plat, <br />on March 22, 2022; and <br /> <br /> WHEREAS, the Park and Recreation Commission reviewed the project for Park <br />Dedication purposes on May 12, 2022 to reaffirm a land contribution to satisfy Park Dedication <br />Requirements; and <br /> <br />WHEREAS, the EPB reviewed the natural resources aspects of the Preliminary Plat and <br />Site Plan on May 16, 2022 and recommended approval of the Landscape and Tree Preservation <br />Plan with direction on how to satisfy code requirements; and <br /> <br />WHEREAS, the Planning Commission held a Public Hearing on the Preliminary Plat and <br />request for a Variance on May 26, 2022 but tabled the request until June 23, 2022 to allow for <br />revised plans to be submitted for review; and <br /> <br />WHEREAS, on May 26, 2022, the Planning Commission approved a variance to parking <br />and maneuvering setbacks and tabled action on the Preliminary Plat and Site Plan; and <br /> <br />
