Cash assistance. The interim final rule included as an enumerated eligible use cash <br />assistance and provided that cash transfers must be "reasonably proportional" to the negative <br />economic impact they address and may not be "grossly in excess of the amount needed to <br />address" the impact. In assessing whether a transfer is reasonably proportional, recipients may <br />"consider and take guidance from the per person amounts previously provided by the Federal <br />Government in response to the COVID-19 crisis," and transfers "grossly in excess of such <br />amounts" are not eligible. <br />Public Comment: Several commenters expressed support for this eligible use, noting that <br />this is a common policy tool for some governments to support the well-being of households and <br />individuals in their communities. Some commenters requested that Treasury set a specific dollar <br />amount for permissible cash transfers, and Treasury has also received recipient questions on <br />whether specific types of transfers, such as those to a substantial share of the population in the <br />jurisdiction, would be a permissible use of funds. <br />Treasury Response: Treasury is maintaining this enumerated eligible use in the final rule, <br />in line with commenters' recommendations. Because the final rule is intended to provide <br />flexibility to recipients to respond to the particularized pandemic impacts in their communities, <br />which may vary in type and intensity, setting a specific dollar threshold for eligible cash transfers <br />would fail to recognize the particularized needs of communities and limit recipients' flexibility <br />to tailor their response to those needs. <br />90 <br />
