Further, within Assistance to <br />Small Business, a recipient may also identify a negative economic impact experienced by small <br />businesses and design and implement a response to that negative economic impact, beyond the <br />uses specifically enumerated in the final rule, according to the standard described in the section <br />Standards: Identifying a Negative Economic Impact. A recipient may also identify small <br />businesses that have been disproportionately impacted by the public health emergency and <br />design and implement a program that responds to the source of that disproportionate impact. <br />Consistent with other eligible use categories to respond to the public health and economic <br />impacts of the pandemic, recipients may identify and serve small businesses that experienced a <br />negative economic impact or disproportionate impact due to the pandemic, as described in the <br />section Standards for Identifying Other Eligible Populations. For example, to identify impacted <br />small businesses, a recipient may consider whether the small businesses faced challenges in <br />covering payroll, mortgage or rent, or other operating costs as a result of the public health <br />emergency and measures taken to contain the spread of the virus. In order to ease administrative <br />burden, the final rule presumes that small businesses operating in QCTs, small businesses <br />operated by Tribal governments or on Tribal Lands, and small businesses operating in the U.S. <br />territories were disproportionately impacted by the pandemic. <br />Reorganizations and Cross -References: As detailed above, Treasury has re -categorized <br />some uses of funds in the final rule to provide greater clarity.
