The interim <br />final rule and Treasury's subsequent Compliance and Reporting Guidance also required <br />governments to publicly report assistance provided to private -sector businesses under this <br />eligible use and maintain records of their assessments to facilitate transparency and <br />accountability. <br />Reorganization and Cross -References: As detailed above, Treasury has re -categorized <br />some uses of funds in the final rule to provide greater clarity. In the interim final rule, aid to <br />impacted industries to implement COVID-19 mitigation and prevention strategies was <br />categorized under Aid to Impacted Industries; the final rule addresses these items under the <br />section COVID-19 Mitigation and Prevention in Public Health. Recipients should also be aware <br />of the difference between beneficiaries of assistance and subrecipients when working with <br />impacted industries; for further information, see section Distinguishing Subrecipients versus <br />Beneficiaries. <br />Designating an Impacted Industry <br />Public Comment: Many commenters requested greater clarity on how to designate "other <br />impacted industries" within their jurisdiction. Commenters requested greater specificity as to the <br />metrics used to measure impact, with some suggesting metrics such as the change in the size of <br />an industry's workforce due to the pandemic, as well as consideration of whether and why <br />employees are choosing to return to work at slower rates in certain industries.
