transparent about their community impact, and more resilient to emergencies such as the <br />pandemic and its economic impacts.246 Treasury recognizes that collecting high -quality data and <br />developing community -driven, evidence -based programs requires resources to hire and build the <br />capacity of staff, adopt new processes and systems, and use new technology and tools in order to <br />effectively develop, execute, and evaluate programs. As such, Treasury is clarifying that <br />recipients may use SLFRF funds toward the following non -exhaustive list of uses to address the <br />data, evidence, and program administration needs of recipients. Additional information may be <br />provided in the Compliance and Reporting Guidance. <br />• Program evaluation and evidence resources to support building and using evidence to <br />improve outcomes, including development of Learning Agendas247 to support strategic <br />evidence building, selection of evidence -based interventions, and program evaluations <br />including impact evaluations (randomized control trials and quasi -experimental designs) <br />as well as rapid -cycle evaluations, process or implementation evaluations, outcome <br />evaluations, and cost -benefit analyses.
