widespread prevalence of lead service lines, Treasury encourages recipients to consider projects <br />to replace lead service lines. <br />In addition, Treasury is providing in the final rule that for lead service line replacement <br />projects, recipients must replace the full length of the service line, and not just a partial portion <br />of the service line. Some water utilities, when replacing service lines, will only replace the <br />"public portion" of the service line and physically slice through the lead service line at the <br />public/private line. This action can result in elevated drinking water lead levels for some period <br />of time after replacement, suggesting the potential for harm, rather than benefit during that time <br />period.318 Requiring replacement of the full length of the service line is also consistent with the <br />requirements of the EPA's Lead and Copper Rule Revisions for water systems that have an <br />action level exceedance for lead319 and certain other water systems.32° <br />Treasury is expanding eligible uses of SLFRF funds to include infrastructure projects <br />eligible under EPA grant programs authorized by the WIIN Act. 321 Eligible projects under these <br />programs include the installation or re -optimization of corrosion control treatment, replacing lead <br />service lines, replacing galvanized pipes downstream of a lead service line (other than lead pipes <br />within a home as discussed below), and maintaining an inventory of the drinking water system's <br />service lines.
