populations identified by Treasury, this decision provides vital administrative flexibility for <br />recipients that may identify particular impacted classes in the context of their jurisdiction. <br />Treasury anticipates that SLFRF funds will be targeted to impacted or disproportionately <br />impacted communities, as recipients must demonstrate that the designated class experienced <br />negative economic impacts or meaningfully more severe negative economic impacts. This <br />approach maintains the requirement that entities served have to have experienced a negative <br />economic impact, while simultaneously minimizing any administrative costs associated with <br />meeting this requirement. <br />Additional Enumerated Uses <br />The interim final rule enumerated eligible uses of SLFRF funds to serve both impacted <br />and disproportionately impacted communities. For example, enumerated eligible uses to serve <br />impacted communities included food assistance; rent, mortgage, or utility assistance; and <br />counselling and legal aid to prevent eviction or homelessness. Examples of enumerated eligible <br />uses to serve disproportionately impacted communities included remediation of lead paint or <br />other lead hazards and housing vouchers and assistance relocating to neighborhoods with higher <br />levels of economic opportunity. In the final rule, Treasury had the option to retain, expand, or <br />reduce enumerated eligible uses, or shift use eligibility between disproportionately impacted and <br />impacted communities. Many public comments suggested potential expansions of uses, including <br />shifting enumerated eligible uses for disproportionately impacted communities to serve a broader <br />population of impacted communities. Taking these comments into account, Treasury generally <br />took this approach, in anticipation that the benefits of the program will increase while recipient <br />administrative costs in identifying and justifying non -enumerated uses of funds will decrease. <br />388 <br />
