Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #22-234 RESOLUTION AUTHORIZING MINNESOTA STATE ACTIVE TRANSPORTATION INFRASTRUCTURE GRANT APPLICATION FOR 161ST AVENUE RECONSTRUCTION, IMPROVEMENT PROJECT #23-01 WHEREAS, the City of Ramsey proposes to reconstruct 161 St Avenue between Armstrong Boulevard and Variolite Street; and WHEREAS, pursuant to Ramsey City Council resolution #22-200, adopted August 23rd, 2022, the City Council ordered the City Engineer to prepare plans and specifications for Improvement Project #23 -01, 161 st Avenue Reconstruction; and WHEREAS, the City proposes to construct off-street facilities to connect existing facilities between Armstrong Boulevard and Variolite Street as part of Improvement Project #23 -01, 161 st Avenue Reconstruction; and WHEREAS, this improvement project is consistent with the goals and objectives of the Minnesota Active Transportation State Infrastructure Program and the City of Ramsey's Strategic Plan to create a connected and active community; and WHEREAS, the City represents that the proposed off-street facilities between Armstrong Boulevard and Variolite Street meets the requirements of the Minnesota Active Transportation State Infrastructure Grant, thereby allowing the project to receive grant funding between $50,000 and $500,000, based upon reimbursement of actual lowest responsible bid; and WHEREAS, the City has the capability to adequately fund its local cost share for this improvement project; and WHEREAS, the City agrees to comply with all applicable laws and regulations as stated in the grant agreement; and WHEREAS, the City has the necessary capabilities to adequately develop, implement, manage, and maintain this public improvement project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. That the Ramsey City Council hereby authorizes Staff to apply for between $50,000 and $500,000 in funding through the Minnesota Active Transportation State Infrastructure Program to construct off-street facilities between Armstrong Boulevard and Variolite Street as part of Improvement Project #23 -01, 161 st Avenue Reconstruction.
