Notification: <br /> Prior to adoption of the 2023 Rates and Charges Schedule, City Council will conduct a Public Hearing. Park <br /> Dedication and Trail Fees are a part of this schedule and Public Hearing. <br /> Observations/Alternatives: <br /> The new'demand'for parks and trails continues to increase with new residential development,thus the <br /> requirement for the Commission to recommend to City Council an appropriate rate structure for 2023 within the <br /> Rates and Charges Schedule—the purpose of this case. <br /> The most recent year(2019) development fees were adjusted, Staff did recommend an increase of 2%or less, in <br /> the following categories; cash Park Dedication per Residential Unit($50), Commercial/Assisted Living Facilities <br /> ($100 per acre), and Industrial($75 per acre). This was supported by the Park and Recreation Commission, and <br /> adopted by City Council in November 2018 as part of Rates and Charges for 2019. <br /> As stated, Park Dedication fees (cash)have not been increased since 2019. The first attachment shows the <br /> existing 2022 Rates and Fees Schedule for reference,with the modest increase proposed by the Commission in <br /> November 2021 shown in the right column as the proposed rates for 2023, as this was the most recent <br /> recommendation by the Commission. <br /> Funding Source: <br /> Funding is not required for this case, rather Development Fees are required to off-set demand on the park and trail <br /> system from new development in the city—for the development of new park and trail improvements, (not <br /> maintenance,which is funded by the General Fund Levy). <br /> Recommendation: <br /> Staff Recommends a discussion by the Commission as to if their last recommended increase(action taken in <br /> 2021)is still appropriate as the proposed fees applicable for 2023. <br /> Further, it may be noted that, Trail Development Fees were not recommended for an adjustment for either 2019, <br /> 2020 or 2021. In Novemebr 2021,the Commission recommended Trail Fees be increased (for 2022)to $1,150. <br /> Action: <br /> Motion to recommend to City Council that Park Dedication effective for 2023,be $ per dwelling unit, and <br /> that Trail Fees be $ per dwelling unit—and that the per acre rates for the commercial/industrial subdivision <br /> of land remain static, at the existing 2022 rates. <br /> Attachments <br /> Rates recommended by Commission a year ago <br /> Area cities 2021 and 2022 Park Dedication Fees <br /> Oct 2021 minutes on Park Dedication <br />
