Presentation <br />City Planner McCann presented the staff report stating that staff recommends adoption of <br />Resolution #22-190 and #22-191 approving the Conditional Use Permit and Site Plan on the <br />subject property respectively. <br />Citizen Input <br />John Kinghorn, Kinghorn Construction, spoke on behalf of the applicant. He stated that they have <br />no issues with any of the recommended conditions. <br />Commissioner Anderson asked what someone would see of the business when driving down <br />Highway 10. <br />Mr. Kinghorn displayed the draft elevation that would face the highway. He commented that the <br />parking lot does continue out as far as the building towards the highway. <br />Commissioner Anderson stated that his concern would be visibility of damaged vehicles being <br />parked in view of the highway. <br />Mr. Kinghorn commented that they have a six-foot chain -link fence included in their proposal for <br />security reasons. He stated that they would be open to providing more screening along the highway <br />if desired. <br />Commissioner Anderson stated that the business will be working on damaged vehicles and would <br />prefer some type of screening to shield travelers on the highway from seeing damaged vehicles <br />parked in the lot. <br />Mr. Kinghorn confirmed that they could address that with landscaping. <br />Senior Planner Anderson commented that there are a variety of oak trees proposed in the <br />landscaping plan. <br />Commissioner Anderson stated that he would prefer evergreen or slats in the chain link fence along <br />the highway. <br />Senior Planner Anderson commented that from the perspective of staff, they would recommend a <br />true privacy fence versus a chain link fence with slats. <br />Acting Chairperson Gengler asked for an indication on where the fence starts and ends. <br />Mr. Kinghorn identified the start and end of the fence. <br />Matt Kuker, PSD LLC, commented that Blue Line does an excellent job as they have been in the <br />community for a number of years and keep a clean site.
