Senior Planner Anderson asked if the motion would include all options such as fencing and <br />vegetative screening. Commissioner VanScoy stated that City staff and the applicant should work <br />together to determine what would be appropriate. He stated that he would not want to dictate one <br />or the other would prefer to leave that flexibility. <br />A roll call vote was performed: <br />Commissioner Hunt aye <br />Commissioner Anderson aye <br />Commissioner VanScoy aye <br />Commissioner Walker aye <br />Commissioner Bauer aye <br />Acting Chairperson Gengler aye <br />Motion Carried. <br />6.05: Public Hearing: Conditional Use Permit for iDigital for a Digital Billboard at the <br />Northwest Corner of Riverdale Drive and Traprock Street NW <br />Public Hearing <br />Acting Chairperson Gengler called the public hearing to order at 8:48 p.m. <br />Presentation <br />Planning Manager Larson presented the staff report stating that staff recommends approval of the <br />Conditional Use Permit for the billboard. <br />Citizen Input <br />Josh Gilleland, iDigital, representing the applicant stated that they have been working with the <br />City for the past two years on this project. He stated that they have been approached by several <br />business owners in Ramsey that were attempting to attract larger businesses into the community <br />that had been deterred by lack of signage. He stated that they worked with the EDA to develop a <br />plan along with City staff. He stated that they are proposing a vertical structure as they believe it <br />to be more unique with a better sightline and base. He recognized that a primary function of the <br />Planning Commission is to ensure things look good and noted that is also a desire of theirs as they <br />sell advertising. He displayed an example of another vertical board they have in North Dakota. <br />He stated that this sign will help to advertise businesses in the community but recognized that the <br />scope of the Commission will focus more on the design and aesthetic. <br />Commissioner Anderson asked if this has an auto dimming feature. <br />Planning Commission/ August 25, 2022 <br />Page 17 of 27 <br />
